New Accounts

All requests to connect, disconnect or transfer service must be in writing on the specified form. The Utility Billing division cannot accept any requests for new service over the phone.

  • Applications may also be picked-up at the Municipal Services Complex in the Ground Floor Lobby, at 300 W. Main, Henderson, TX 75652. 
  • Deposits may be dropped off at the Municipal Services Complex in the Ground Floor Lobby, at 300 W. Main, Henderson, TX 75652
  • Deposits may be placed inside the After Hours dropbox located in the parking lot of the Municipal Services Complex. 


Make a Payment

There are multiple ways to make a payment for your utilities:

  • Option 1: Over the Phone Payment | Call in payments to our Utility Billing office at (903) 657-6551. Please have your account number or address ready with payment information for over the phone payment.
  • Option 2: Dropbox | Place payments inside the After Hours dropbox located in the parking lot of the Municipal Services Complex.
  • Option 3: Mail Payment | Mail payment to 300 W. Main, Henderson, TX 75652. Please ensure your account number and/or physical address where service is connected are included when mailing payments.


  • Option 4: Online Payment Portal | Register utility accounts with our online payment portal. 
    • To register, you will need your ACCOUNT NUMBER and the LAST PAYMENT AMOUNT MADE ON YOUR ACCOUNT.

    • A $2.00 convenience fee is charged for this service.
  • Option 5: Pay by Phone (Automated System) We now offer the option to make payments using our automated telephone system. 
    • Simply call 1-866-306-8185.
    • A $2.00 convenience fee is charged for this service.
  • Option 6: Pay in Person You may pay in person at the Municipal Services Complex, in the Ground Floor Lobby, at 300 W. Main, Henderson, TX 75652.
